Replacement of Runways 03-21 and 15-33

Tim, as a project manager for a previous firm, managed the design and construction of both runway replacement projects at Charleston International Airport, the most recent of which was the replacement of Runway 15-33, with the former being the replacement of Runway 03-21. Through the provision of full design services for the demolition and reconstruction of Runway 15-33, this project incorporated the replacement of the existing runway pavement, lighting, and NAVAID systems throughout the airfield. Scope included field verification of existing conditions, and completion of taxiway modifications for Taxiway “C,” modifications for Taxiways “A” and “F,” related taxiway modifications due to the reduction in runway width, modifications to the lighting vault, airfield lighting control system, arresting gear modifications/installation of new systems, FAA ILS modifications, and other miscellaneous CCAA modifications. New Approach Lights (MALSR and ALSF-2) and New High-Intensity Runway Lights (HIRL) were required in addition to new Runway End Lights, centerline lights, and ILS system modifications.
This project required extensive levels of inter-agency coordination (CCAA, USAF, FAA, AMC, USACE, and NAVFAC). As a joint-use airfield serving the USAF as well as the City of Charleston, the project involved the design and accommodation of a variety of airfield design standards that do not always agree with one another. This placed emphasis on establishing a clear understanding of ownership/responsibility relative to dictating the design standards in various areas on the airfield. Additional challenges were faced in the form of wetland impacts and subgrade issues.
