Attention Bidders: Bidders may submit bids for one project, two projects, or for all three projects together. When submitting bids for multiple projects, only one set of bid documents is required.

There is no interdependence in pricing between bid options. McCormick County reserves the right to select the bidder who offers the best price for each individual bid option.


McCormick County will receive sealed bids for the Clearing, Grubbing, and Topsoil Project, Erosion Control and Grassing Project, and Airfield Drainage Project located at the McCormick County Airport, McCormick, South Carolina. Bids will be accepted at the McCormick County Administrative Building, 610 South Mine Street, McCormick, SC 29835, until Day, Month XX, 202X, at XX pm EST, and will be opened and read aloud at that time.

In addition to physical submissions, bids will also be accepted online. To submit electronically, email your bid to cbarnes@mccormickcountysc.org with the subject line “CONFIDENTIAL: BID FOR THE AIRPORT PROJECT ENCLOSED”. Bids submitted via email will also be opened and read aloud at the same time.

BID SECURITY: No bid proposal will be considered unless accompanied by a certified check or acceptable Bid Bond in an amount at least five percent (5%) of the Bid and made payable to McCormick County, South Carolina.

PREBID CONFERENCE AND SITE VISIT: A mandatory pre-bid conference for prospective Bidders will be held in the Multi-Purpose Room at the McCormick County Administrative Building at 610 South Mine Street, McCormick, SC 29835 and virtually, via Zoom, on Day, Month XX, 202X, at XX:XX pm EST. The Zoom meeting link will be distributed to prospective Bidders and planholders who prefer to join the meeting online. An optional site visit will be held on Day, Month XX, 202X, at XX:XX pm EST at the McCormick County Airport, 362 Airport Rd, McCormick, SC 29835.

Attendance by general contractors at the mandatory pre-bid conference is required to bid on this Project. The purpose of the conference is to highlight the Project, explain pertinent FAA regulations, as well as the airport’s safety, security, and procurement processes..

 A xxx DBE participation goal is recommended for this project.

QUESTIONS: Written questions will be accepted via email at hey@maesawyr.com no later than datexxxxxxxxxxxxx.  An addendum responding to questions received will be distributed by email to planholders.

Bid results will be posted on [Day, Month XX, 202X] at [XX PM EST] at www.mccormickcountysc.org and SCBO. Pursuant to SC Code §11-35-4210 and McCormick Code of Ordinances Sec. 2-290 (b) (1), any bidder, offeror, or contractor who feels aggrieved by this contract solicitation may file a written protest with McCormick County Administration. Protests should be addressed to Columbus Stephens, County Administrator, via email at cstephens@mccormickcountysc.org or delivered to 610 South Mine Street, McCormick, SC 29835, within ten calendar days after the aggrieved party becomes aware or should have become aware of the facts giving rise to the protest.

McCormick County reserves the right with or without notice or cause to accept any bid regardless of the amount thereof; to reject any bid, any number of bids or all bids; to negotiate with any bidder for a reduction or alteration in its bid; to waive or insist upon formal requirements; to reject all bids and to call for additional bids upon the same or different invitation to bid, Plans and Specifications; to be the sole judge, in its discretion, of all questions as to whether or not a bid complies with the Invitation to Bid, the Plans or the Specifications, and as to the qualifications of a bidder to perform the contract..
