Burke County Board of Commissioners will receive sealed bids for the Airport Terminal Building Development Project located at the Burke County Airport, Waynesboro, Georgia. Bids will be received by the Owner at Burke County Board of Commissioners Office at 602 Liberty Street, Waynesboro, Georgia 30830, until Wednesday, February 5, 2025, at 4:00 pm EST. All received bids will be publicly opened and read aloud at the said office during the Burke County Board of Commissioners Finance Committee meeting on Thursday, February 6, 2025, at 9:00 am EST.

Bids must be submitted on the complete project and must be enclosed in a sealed envelope addressed to:

Outside of the envelope must be marked “BID ENCLOSED: AIRPORT TERMINAL BUILDING DEVELOPMENT PROJECT." The envelope must also bear, on the outside, the name of the bidder, the bidder's address, and the bidder's contractor license number. All bids must be made on bid forms provided in the Project Manual. Bids submitted without the prescribed information may be rejected.  

SCOPE OF WORK

 The Airport Terminal Building Development Project includes site improvements and building construction to develop a new 2,495 square foot terminal building at the Burke County Airport, adjacent to the existing parking lot and aircraft apron, as shown in the construction documents.

 The scope of construction work includes airport terminal area site grading, site erosion control, asphalt pavement (access drive and parking lot), concrete curb and sidewalk, stormwater conveyance, site utility work (power/electric services, communications, water line and septic system), grassing and landscaping.
The scope further includes the design/build construction of a 2,495 square foot terminal building as programmed in the attached building floorplan and specifications/requirements to produce a fully functioning building facility.

 A further summary of the Airport Terminal Building Development – site work includes contractor furnishing all labor, materials, equipment, and services to provide the following as detailed in the construction documents:

1.    Establishment of a secure staging area

2.    Installation of required erosion control measures

3.    Preparation of the site for terminal building construction to include

  • survey/construction staking,

  • minor clearing and stripping of topsoil for reuse,

  • site grading for proposed condition including hauling surplus material to the airport stockpile within the east airport limits,

  • subgrade preparation for building foundation including fine grading and stabilization,

  • subgrade preparation for asphalt paving and curbing,

  • stormwater pipe and inlet installation,

  • miscellaneous utility installation (power services, communications services, water line connection at existing well head, and installation of a new septic system),

4.    Building pad preparation, including subgrade utility preparations and foundation/footing preparation

5.    Asphalt paving of drive lane and parking lot with temporary and permanent/final pavement marking complete upon final curing of asphalt

6.    Installation of ancillary site elements including airport terminal signage, LED parking lot lighting and 30-foot flagpole with LED lighting

7.    Landscaping, grassing and removing erosion control measures

8.    Final site cleanup and restoration

 A further summary of the Airport Terminal Building Development – building facility work includes contractor furnishing all labor, materials, equipment, and services to provide a design/build solution for the programmed floorplan and meeting the following programming requirements:

1.      Construction of a terminal building that meets or exceeds applicable National, State and Local construction codes and ordinances

2.      Construction of a terminal building that provides:

a.      Passenger Lounge

b.      Pilot Lounge

c.      Pilot Briefing Area

d.      Administration

e.      Conference Room

f.       Snack Bar with Sitting Area

g.      Vending Area

h.      Restrooms (24/7 with Airside/Exterior Lock-off Access) (Men’s, Women’s and separate ADA)

i.       Storage

j.       Mechanical

k.      Circulation

3.      All architectural, structural, mechanical, electrical, plumbing components as required to develop a full functioning terminal building

4.      All required County permitting – permit fees will be waived by Burke County

5.      Commissioning and Completed Certificate of Occupancy

 Neither the Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from other sources.

PREBID CONFERENCE

A mandatory pre-bid conference for prospective bidders will be held in person and virtually, via Zoom, on Tuesday, January 14, 2025, at 2:00 pm EST. An in-person meeting will take place at the Burke County Airport, 475 Airport Road, Waynesboro, Georgia 30830. The Zoom meeting link will be distributed via email to prospective bidders and planholders who prefer to join the meeting online. An optional site visit will be held after the pre-bid meeting on Tuesday, January 14, 2025, at 3:00 pm EST at Burke County Airport, 475 Airport Road, Waynesboro, Georgia 30830. 

Attendance by prime contractors at the mandatory pre-bid conference is required to bid on this Project. The purpose of the conference is to highlight the Project, explain pertinent FAA and GDOT regulations, as well as the Owner’s safety, security, and procurement processes.

BIDDING REQUIREMENTS

Bid Security: No Bid will be considered unless accompanied by a certified check or acceptable Bid Bond in an amount not less than five percent (5%) of the bid and made payable to Burke County Board of Commissioners.

A Bid may be withdrawn only as provided by the applicable Georgia General Statutes. If a Bid is withdrawn within 90 days after the Bid opening, the bid security shall be forfeited; provided that, if the request to withdraw is made pursuant to G.S. 143-129.1 not later than 72 hours after the opening of bids and if the withdrawal is allowed, the owner may return the bid guaranty.

Successful Bidder shall be required to furnish a Contract Performance Bond equal to 100% of the contract price and a Payment Bond equal to 100% of the contract price, with the terms and surety to be approved by the Burke County Board of Commissioners; and furnish satisfactory proof of carriage of the insurance required.

The Successful Bidder shall commence work with adequate force and equipment on a date which is to be specified by a written order of the Engineer with respect to the manufacturers’ materials delivery schedules. The Successful Bidder shall complete the project within two-hundred and ten (210) consecutive calendar days from the date of County issuance of the Contract and Notice to Proceed.

A 10.05% DBE participation goal is required for this project.

The project is conditioned upon the receipt of federal funding under provisions of the Airport and Airways Safety and Capacity Expansion Act of 1987.
